Japan Visa Application in the Philippines: First-Time Guide

Let’s be honest—traveling is all fun and games until a destination sparks your interest and you realize that you need a visa to enter that country. For Philippine passport holders like me, this can be challenging and sometimes even discouraging due to the limited number of visa-free countries for us.

That’s where the humbling—and sometimes stressful—experience of applying for a visa comes in: proving that you have the means and intent to visit a dream destination. In my case, one of those dreams is the Land of the Rising Sun—Japan.

From securing an appointment slot, preparing the required documents, to submitting and receiving my passport, here’s my personal DIY experience of applying for a Japan tourist visa in the Philippines as a first-time applicant.

While I aim to provide helpful and accurate information, visa approval ultimately depends on the Japanese Embassy or Consulate. For official requirements, it’s always best to refer to their website.

What is a Japan Tourist Visa?

Classified under the Temporary Visitor type, a Japanese tourist visa is a short-term travel document issued and affixed to one’s passport by the Japanese Embassy to travelers who successfully meet the set requirements and criteria, granting entry to Japan primarily for tourism purposes.

Typically, the Japanese Embassy issues two common visa types for tourism purposes: (1) single entry, which grants a one-time entry to Japan valid for three months from the date of issue and up to 15-90 days of maximum stay; and (2) multiple entry, which allows several entries in Japan, usually valid for up to five years.

For first-time applicants, the former is usually issued by the Japanese Embassy, while travelers who filed for a multiple-entry request and have a strong travel history or have a considerable financial capacity often get the latter. Nonetheless, the final decision always rests on the discretion of the Japanese Embassy or Consulate.

Who Needs a Japan Tourist Visa?

Philippine passport holders and any citizen of a country identified by the Ministry of Foreign Affairs as non-visa-exempt who wish to visit Japan for tourism must obtain a tourist visa before visiting the country.

For business, visiting relatives, or any other purpose, a different type of visa and a set of requirements are observed.

Japan Visa Application Center Philippines

Due to the unprecedented surge in applications after the COVID-19 pandemic, as stated on the Japan Embassy website, all visa applications in the Philippines are now handled and processed by the Japan Visa Application Center (JVAC), helmed by VFS Global, as early as April 2025.

This major change in the application allows travelers to personally and directly submit their requirements to the visa application center, aside from the usual option of having accredited travel agencies do it on their behalf.

As of writing, the Japan Visa Application Center in the Philippines has five offices in the country, found in the major cities of each region and operating from 7:00AM to 4:00PM. See the following list for the specific addresses of each location per region:

Metro Manila and Luzon Application Centers

  • Japan Visa Application Centre – Paranaque: Level 3, Parqal Mall, Building 5, Diokno Avenue corner Macapagal Boulevard, Paranaque City, Barangay Tambo, 1701, Metro Manila
  • Japan Visa Application Centre – Makati: Ground Floor, Makati Circuit Corporate Center Tower Two, AP. Reyes St. Brgy Carmona, Theater Drive Circuit, Makati City, 1207, Metro Manila

Temporary Visitor Visa Fee

One of the common misconceptions about the Japan visa for Filipinos is that it has a corresponding fee. But the fact is, short-term Japanese temporary visitor visas are actually gratis or free for Philippine nationals.

The fee that most people associate with the cost of a Japan visa is actually the processing fees that the visa center and travel agencies charge to travelers for availing their services.

There are also rumors circulating online that Japan visa fees are expected to rise at the start of April 2026, but as of writing, the Japan Embassy in the Philippines still lists temporary visas as free for Philippine passport holders, and no official changes have been announced.

Applicants are advised to regularly check the official Japan Embassy website for the latest updates.

The visa center also advises applicants that the type of service availed doesn’t guarantee chances of approval, which is still under the discretion of the Japanese Embassy.

Should You Apply Through VFS Global or a Travel Agency?

With the introduction of the Japan Visa Application Center in 2025, the debate between applying directly and through a travel agency emerged, citing the pros and cons of each route.

Personally, for my visa, I chose the direct application to VFS Global since I was able to secure a slot, perfectly timed for my intended travel date. But initially, I planned to take the travel agency route to guide me with the application, especially since it was my first time.

Based on experience, here are the pros and cons of applying directly to the Japan Visa Application Center vs. through a travel agency:

❌ The schedule of appointments is solely based on available, limited slots, which can run out immediately and leave you with no choice but to select what is currently available at hand.
❌ You don’t have guidance over your application process, especially for specific questions about the requirements, until the day of your scheduled appointment.
❌ Since they act as a middleman, you don’t have direct control and access over the application, whether it has already been lodged in the application center or not.
❌ Travel agencies also need to book slots in visa application centers, so they are also reliant on available slots. This reliance is what may make this route longer than applying directly to JVAC.
❌ You have to obtain all requirements and apply earlier compared to when applying directly to VFS.
❌ Can be more expensive, especially if you can secure a regular slot at JVAC.
❌ Not recommended if you have an intended travel date within 1 month.

Honestly, I believe the best route for applying for a Japan visa in the Philippines depends on the capacity of the applicant of him/herself.

If you have the time and capability to do it yourself, I think you’ll have more confidence in processing the visa on your own. But if you don’t have the time to process everything on your end, it’s not an issue for you to wait for a longer time for updates after submission, and if you want a bit of a hassle-free experience, then the travel agency route may work better for you.

How to Apply for a Japan Tourist Visa in the Philippines

For applicants who intend to apply directly to the Japan Visa Application Centers, here is a step-by-step guide on how to do it based on my personal experience:

1. Create an account at VFS Global.

The first thing to do to initiate your application process is to create an account at VFS Global, where you’ll be asked to create a profile using your email address, setup password, and provided mobile number.

Take note that the contact details that you have entered at this stage will be the same ones that will be used throughout your entire application process.

2. Book an appointment at VFS Global.

Once your account has been successfully set up, you can now proceed with selecting your correct visa category (in this case, Tourism) and the best schedule and application center for your appointment.

The usual scenery when there are no available appointment slots in your selected application center at the time of scheduling.

In the past months and in my experience, this is the most challenging part of the application, as the slots released by the visa center are limited. You can almost always expect to see unavailable slots for the current and next months. Hence, if you make an appointment and see available ones, it is recommended to grab it immediately.

Also, take note that the visa centers strictly do not accept walk-in applicants, so it is highly suggested to complete this step first before proceeding with the next ones.

Based on my observation, the visa center regularly releases a handful of slots within the next two months and a few slots on nearby dates. Hence, it is very important to be proactive about your appointment schedule, especially if you have a target travel date. The earliest that an applicant can apply is a maximum of 90 days before his/her intended departure to Japan.

If you weren’t able to book an appointment, you can always check again within the day or in the following days until you secure one. Others have also tried and been successful in booking an appointment by calling VFS Global’s hotline.

In my experience, since I have a target travel date in May, I have already been consistently checking possible appointment schedules as early as mid-December, but it wasn’t until January 15 that I was able to secure a regular slot for a morning appointment on March 12.

If I’m going to be completely frank, the key to successfully booking an appointment is perseverance—never be discouraged and stop trying.

3. Prepare all required documents.

After the tedious work of securing a slot, you are now ready to begin your application proper by obtaining all of the required documents for your Japan visa.

For visa applications with a tourism purpose, here is the list of requirements needed in the process. Take note that all documents must be valid within three months by the time of submission, except for PSA Birth and Marriage Certificates, which can be valid for one year.

Japan Tourist Visa Requirements

  • Valid passport with self-signed bio page
  • Type-written Visa Application Form with the applicant’s wet signature. If underage or with disability, their parents can sign on behalf of the applicant.
  • One 4.5cm x 3.5cm passport photo with a white background taken within the last six months
  • One color copy of passport bio page
  • One color copy of used Japan visa if any
  • PSA Birth Certificate issued within one year; not required if there is a used Japan Visa on passport
    • If the Birth Certificate is not readable, submit Birth certificate issued by Local Civil Registrar.
    • If late registration, submit Baptismal Certificate and School Record (Form 137).
    • If there is no record of birth in PSA, submit the Birth Certificate issued by the Local Civil Registrar and the Negative Certificate issued by PSA.
  • PSA Marriage Certificate for married applicants; not required if there is a used Japan Visa on passport
    • If the Marriage Certificate is not readable, submit the Marriage Certificate issued by the Local Civil Registrar.
    • If there is no record of marriage in PSA, submit the Marriage Certificate issued by the Local Civil Registrar and the Negative Certificate issued by PSA.
  • Itinerary in Japan
    • Date of entry and departure to/from Japan including flight information, if possible. Booking is not necessary.
    • Details of the accommodation, i.e., name, address, and phone number. Booking is not necessary.

For applicants who will shoulder all/part of their expenses in Japan, the following are also required to submit:

  • Bank Certificate reflecting Average Daily Balance (ADB) within the last six months and addressed to the Japanese Embassy
  • Tax Payment Certificate
    • For employed applicants: BIR 2316, complete with the signature of the employee and the employer
    • For business owners: Proof of actual payment of tax and BIR Tax Payment Certificate Form (copy acceptable)
  • Employment Certificate reflecting period of employment, salary and position
    • For business owners: Department of Trade and Industry (DTI) Certificate of Business Name Registration and Mayor’s Permit from the City Hall
    • For students: Copy of School ID or Certificate of Enrollment

For applicants who have a guarantor in the Philippines who will shoulder all/part of their expenses in Japan, the following are required to submit:

  • Guarantee Letter
  • Proof of relationship between applicant and guarantor (e.g. Birth Certificate or Photos)
  • Bank Certificate of guarantor, reflecting Average Daily Balance (ADB) within the last six months and addressed to the Japanese Embassy
  • Tax Payment Certificate of guarantor; same required details as above
  • Employment Certificate of guarantor; same required details as above

4. Attend your appointment and submit documents.

After completing all the aforementioned requirements applicable to you, the next step is to await your scheduled appointment date and attend it.

Among all of the steps in my application experience, this is the easiest one, as all you have to do is arrive early or on the dot at your scheduled time, claim a queueing number at the entrance of JVAC, wait for your number to be called and have a staff member check all your submitted documents before issuing you with a receipt and barcode bearing your application’s tracking number. The visa center will also verify if you would like to opt for a courier service for receiving your passport, which costs ₱370.

For premium lounge customers, there is a designated area in the visa center which has cozier chairs, designated staff, and complimentary snacks and beverages.

In my experience, the whole submission and waiting lasted for less than 30 minutes, and I was out of the visa center again.

Ensure to arrive early or on time on your schedule because late applicants will be charged a ₱1,500 penalty fee.

Also, take note that all submitted documents will not be returned except for your passport, or when there is a specific request to return them to you.

5. Wait for the application to be completely processed.

As advised by the visa application center, the standard processing of applications with no follow-up documents required normally takes around six working days. After that, an applicant can expect an email or SMS notification that his/her passport is ready for pickup or has been dispatched to the designated courier.

Applicants also have visibility on the status of their application by tracking it on the VFS Global website by inputting their reference number and last name. Once submitted, one can verify if their application has been successfully completed and if their passport is back at the visa application center for pickup.

True to the visa application center’s claim, I received an email notification that my passport was ready for pickup on the afternoon of the sixth working day.

6. Collect your passport and receive the visa if approved.

If you opted for a courier service in receiving your passport, all you have to do is wait for the passport to arrive at your home and check each of its pages for that covetable Japan visa sticker.

Applicants who opted for a pickup are required to present the receipt previously issued to them during their submission and present one valid ID. Passport pickup in the visa application center is available from 7:00AM to 4:00PM.

As for my experience, the pickup was seamless, and I happily got my first-ever Japan visa.

Japan Tourist Visa Application Tips

  1. If you’re a first-time DIY applicant like me, the Facebook group JAPAN VISA Guide, DIY, Cover Letter, Travel VISA helped me a lot in familiarizing myself with the entire application process. Group members are helpful when you have specific questions about the requirements, and also alert others when there are available appointment slots.
  2. Unless you selected a flight with a cancellation option, or are fine with losing thousands of pesos, do not book flights before applying for a visa, no matter how tempting it is. Despite the trends and patterns observed in approved applications of the Japanese Embassy, your visa is never guaranteed until you have the actual sticker on your passport.
  3. When securing a slot on the VFS Global website, be aware that you’re not the only one fighting for that slot, and that if you ever reach the payment stage and it doesn’t successfully go through, it means another applicant has completed the booking faster than you. Don’t be discouraged and try again next time.
  4. Do not be picky with the location of the Visa Application Center. Your main goal is to secure a slot, so don’t stick to the nearest one to you. Explore the other available options. Based on my observation, the Paranaque office usually releases more slots compared to the other branches.
  5. Due to the race-like challenge of securing an appointment slot, some applicants have also reported creating multiple VFS Global accounts to secure a slot when one of their profiles gets restricted due to multiple booking attempts.
  6. The release of new appointment slots usually does not have a pattern, but one thing that I observed during my appointment booking stage is that there seems to be a trend of new slots at the end of the day (around 6PM) and after lunchtime (around 1PM-2PM). Both of the two slots I secured were booked around 6PM, too.
  7. When filling in the intended length of stay in Japan in the application form, the visa center does not count your arrival day in the country. For example, for my seven-day trip, the staff member corrected this in my application form and replaced it with six days.
  8. Based on the shared stories of members in the aforementioned Facebook group, there seems to be a connection between an applicant’s bank balance and trip itinerary. A long itinerary realistically requires a bigger balance; hence, ensure to match your declared itinerary with the amount of money you have in the bank.
  9. If you want a quick turnaround, passport pickup is usually faster since courier processing adds an additional two days to the timeframe.
